LLB351 Designing Public Policy
Public Policy is a tool for solving identified problems in society through the use of public power. This course introduces students to the processes and methods by which governments choose which policies to pursue. The course tracks the policy process from how an identified problem is articulated as a policy priority and the conceptualisation of the framework to how it becomes a detailed framework with clear action steps
In this course, students will learn how to:
- frame problems in light of stakeholder interests and community values
- compare the strengths and weaknesses of various policy tools.
- apply a multi-dimensional lens to policy problems with particular attention to equity
- use multi-attribute analysis to highlight the trade-offs between alternatives and to identify optimum outcomes

- Determining the solution – Formulating Policy Alternatives; Problem Solutions; Defining Policy Tools
- Thinking tools, consultation, and communication
- What makes good design: intrinsic user manual, policy scope, bird-stone ratio, manifest merit
- The ingredients of a successful policy report
